【摘要】:Thisguidecoversthecollectionofquantitativedataintheformofstoragecapacity,strengthofmaterials,fillingandoffloadingrates,andtowabilityundercontrolledtestconditions.Thedatacanbeusedforevaluatingthedesigncharacteristicsofaparticulartemporarystoragedeviceorasameansofcomparingtwoormoredevices.Cautionmustbeexercisedwheneverthetestdataareusedtopredictperformanceinactualspillsituationssincetheuncontrolledenvironmentalconditionsthataffectperformanceinthefieldarerarelyidenticaltoconditionsinthetestfacility.Othervariablessuchasmechanicalreliability,thepresenceofdebris,easeofrepair,requiredoperatortraining,operatorfatigue,andtransportabilityalsoaffectperformanceinanactualspillbutarenotincludedinthisguide.Thesevariablesshouldbeconsideredalongwiththetestdatawhenmakingcomparisonsorevaluationsoftemporarystoragedevices.Althoughthisguideprovidesdataontheperformanceoftemporarystoragedevices,allofthecombinationsofactualconditionsofusearenotsimulatedinthisseriesoftests.Inparticular,theresistanceofthedevicetogrounding,abrasionresistanceofthecontainerbody,ventingofthedeviceduringloading,andotheroperationalissuesnotcoveredbythisguideshouldbeconsideredalongwiththetestdatawhenmakingcomparisonsorevaluationsoftemporarystoragedevices.1.1Thisguidecoversaguidelineformeasuringtheperformanceparametersoffull-scaletemporarystoragedevicesthatwouldbeusedtostoreoilandoil-watermixtures.1.2ThevaluesstatedinSIunitsaretoberegardedasstandard.Nootherunitsofmeasurementareincludedinthisstandard.1.3Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.Specificprecautionarystatementsaregivenin6.2.
